President of Kazakhstan Kasym-Zhomart Tokaev on June 23, during his speech on the occasion of the 30th anniversary of the Kazakh police, touched the topic of peaceful assemblies and civil activists in the country.
He believes that against the backdrop of the “political reforms” he initiated in the country, there is a noticeable activation of social political processes.
“Activists declare the desire to create political parties and movements, express various opinions and points of view on topical issues of domestic and foreign policy.This is largely a natural process, reflecting the maturity of civil society.Nevertheless, it is extremely important that all the actions of civil activists, including protest actions, strictly correlate with current legislation and common sense, ”the Akorda website quotes Tokayev.
He also said that citizens who perform “illegal actions, including those directed against the human dignity of the police, their professional honor, will be held accountable.”
“Professional provocateurs acting against the national interests of Kazakhstan, in the interests of opponents of our state, must be taken to clean water,” Tokaev said.
This is not the first statement by President Tokayev, the first statement of the President of Civil activists and peaceful assemblies after the January events.On January 7, on the days of January events, Tokaev said that “the so -called“ human rights activists ”and“ activists ”put themselves above the law and believe that they have the right to gather where they want and chatting what they want.”

Kazakhstani legislation obliges those who want to organize any shares to coordinate them with the local authorities - in addition, peaceful meetings can be held strictly in the places allocated for this.Critics believe that the legislation limits the right to peaceful meetings enshrined in the Constitution.
The UN Human Rights Committee made several decisions regarding Kazakhstan’s non -compliance with the rights of citizens to freedom of peaceful assembly.Since 2014, there have been 13 decisions in favor of Kazakhstanis.But not one of them has been fulfilled.
