PACE members demand personal sanctions for lack of international investigation into brutal suppression of peaceful protests

“Last week, Lyudmyla Kozlovska and I held more than 60 meetings with deputies of the Parliamentary Assembly of the Council of Europe (#PACE) in Strasbourg, talking about the latest events in Kazakhstan, about the political persecution of victims of torture, activists and human rights activists, about the requirements of the Civil Society of Kazakhstan (publication of lists of all the dead, all the dead,wounded and detained in January), about the absence of an independent objective investigation and facade “political reforms” of the “New Kazakhstan”.

Today, June 27, 2022, a written declaration of the Parliamentary Assembly of the Council of Europe (PACE), signed by a 31 deputy from different countries and political groups/parties in Europe, was released.Unfortunately, the format of the PACE documents does not allow to accommodate each name of each victim from the actions of the Kazakhstan authorities, but the written declaration mentions violations and persecution, which, according to PACE deputies, are symptomatic for Kazakhstan.

In the written declaration, PACE deputies noted that since January 2022, lists of 10,000 arrested participants in peaceful protests and hundreds of those killed have not yet been published in Kazakhstan, as well as that the number of political prisoners increased by 133 to 145 (!).

The deputies paid special attention to the Kosai Makhanbaev case, who is currently in the SIZO SIZ-18 for the requirement of a fair investigation of torture cases, pressure on the victim of the torture of Akylzhan Kiisimbaev, as well as the case of a civilian activist Molday Sadibekov from Shymkent, sentenced to three years of imprisonment, allegedly as organizing mass riots.

Deputies from Germany, Austria, Italy, Great Britain, Belgium, Switzerland, Cyprus, Spain, Holland, Malta, Finland, San Marino, Portugal, Luxembourg, Ireland and representing all political groups of PACE requires the authorities of Kazakhstan the investigation of each (!) Complaints of torture, including complaints filed and before the January protests.

PACE deputies condemn the fabrication of posthumous accusations of terrorism or looting, which are engaged in the authorities of Kazakhstan in relation to the brutally killed 19-year-old Nurbolat Alpamys and 17-year-old Nursultan Kuatbaev.Everyone understands that this is done only in order to justify the preposition for the introduction of the Russian military to suppress peace protests in Kazakhstan.

Of course, PACE deputies called on Kazakhstan to immediately release all political prisoners, including Saltanat Kusmankyzy, Bekizhaan Mendagdaziev.

They also demand to stop the pursuit of human rights activists and journalists, including Sadvakasova Aiya, Raigul Sadyrbayeva, Aliya Isenova, Bakhytzhan Toregozhina, Shalipa Bekkulova, Ayan Kalmurat.

PACE deputies noted that the referendum on June 5, 2022 was carried out with numerous violations;Constitutional amendments do not bring significant political improvements, new independent political parties, such as “Alga, Kazakhstan!”, cannot be registered;Peaceful protests, including against Russian aggression in Ukraine, are banned.

PACE deputies called for the imposition of sanctions against high -ranking Kazakhstan officials due to the lack of an international investigation of brutal suppression of peaceful protests in January this year.
